A work in progress: Victoria Park is set to blossom into a cultural and entertainment hot spot

For more than a decade, most of Victoria Park has languished, abandoned and checkered with asphalt parking lots after the city expropriated land from about 200 property owners to allow the Calgary Stampede to proceed with expansion plans.


But, a few new residential hi-rises have cropped up around its edges, signaling that investors and buyers find promise in the area's future.


Calgary's land agency recently added fuel to that promise by hiring a team of urban designers and architects to create a master plan for the area as part of its Rivers District Revitalization Plan mandate.

A decade of redevelopment has transformed Calgary's East Village, but the best is yet to come

Nearly ten years into the East Village Master Plan, which was developed in 2009, the Calgary Municipal Land Corporation (CMLC) has invested close to $400-million into its delivery.

"That has attracted nearly $3 billion in private investment, including RioCan's urban retail centre, now under construction, and various condo developments," said Clare LePan, CMLC's director of marketing and communications.

Transit commuters won't be derailed during upgrades to Victoria Park LRT and 17th Avenue

A major two-part project aimed at improving connections within east Victoria Park should keep interruptions to a minimum when work starts later this year.

The next step in the Rivers District Master Plan – Calgary Municipal Land Corp.'s (CMLC) 20-year vision for the area – includes a redesign of the Victoria Park/Stampede LRT station and an extension to 17th Avenue S.E. that will take it across Macleod Trail and into Stampede Park.

Industry and community stakeholders hope new arena will spark development in East Victoria Park

Calgary's new $550-million arena will be a catalyst for future private investment in East Victoria Park as part of the massive Rivers District master plan, according to the Calgary Municipal Land Corporation (CMLC).

That master plan, which underwent intensive community engagement, envisions four million square feet of mixed-use development and more than 8,000 new residents within 500 acres on the east side of Calgary's downtown.

Great expectations: the tumultuous past, exciting present and bright future of Calgary's East Village

The master-planned vision for Calgary's East Village revitalization, launched in the mid-2000s, is becoming a living, breathing reality, now more than ever.

Alain Dupere has lived in East Village since 2011. He's watching the transformation happen one day at a time, observing the changes while he walks to and from work. Dupere, who is also president of the East Village Neighbourhood Association, says that although the area is still under construction, its vibrancy is increasing as more buildings become move-in ready and amenities continue to pop up.

"It's a great place to live and to visit. Anyone can use the amenities in our neighbourhood," he said. "It's becoming a destination for the greater Calgary (area) and beyond, and that's a nice thing."

Some might believe that the excitement around this developing community, and the desire to live and work there, are new phenomena. But according to Harry Sanders, Calgary's former historian laureate, it's not far off from the activities of the space over a century ago, when non-indigenous people first arrived in the area often referred to as the "birthplace of Calgary."

As major infrastructure projects move ahead, east Victoria Park's transformation begins

A long-awaited effort to revitalize east Victoria Park is underway, with the first projects taking shape under the Rivers District master plan (RDMP) that was passed by city council in December 2018.

Led by the Calgary Municipal Land Corp. (CMLC), the plan spells out a vision of east Victoria Park as a cultural and entertainment centre with a residential component, fitting within the larger Rivers District that also includes the East Village.
