Calgary Chamber comes out in support of secondary suites

The Calgary Chamber of Commerce has come out in support of secondary suites in the city – a hot-button topic that has dominated city council's agenda over the past several months.

"The Chamber, in particular, is in support of the further legalization of secondary suites because there's a strong business case to do it," said Justin Smith, director of policy, research and government relations.

"Mainly, there's a strong business case in having an affordable rental market in a city to attract new labour. and to also retain talented labour to make sure you have an affordable city overall."

It just might be the suite that broke the camel's back.

City council debated rezoning one secondary suite for more than three hours on Oct. 6, leaving many since then to further question the process surrounding the issue.

Several residents from the northwest community of North Haven appeared before council to speak against an application to rezone property to include a secondary suite. Included in those speaking against was Sonya Staveley who lives between Nesbitt and Nolan roads, an area zoned RC-1, not allowing secondary suites. She said it's the process of filing for secondary suites that needs to change.

When it comes to Calgary City Council, a tie on a specific vote equals defeat.

At a Sept. 10 Standing Policy Committee meeting, a proposal by city planners looking to streamline Calgary's secondary suite approval process was voted down 4-4.

"First thing, I want to make a point of is enforcement is not a housing policy," said the City's General Manager Rollin Stanley. "If a person remains homeless, we fail as a city. If a suite is made safe, we succeed."

Petition forces secondary suites back on the agenda

Calgary's long-running debate on secondary suites has gone viral.

The latest salvo in the bid to gain wider acceptance for secondary suites comes by way of an online petition backed by the student unions at Calgary's two universities along with Vibrant Communities Calgary, a group dedicated to addressing poverty in the city.

The petition, titled Calgarians for Secondary Suites, began popping up on Facebook and Twitter over the weekend, demanding the City make a plebiscite on the issue part of the 2017 municipal election.

Once restricted to hockey rinks and football fields, the Battle of Alberta is now playing out on the streets of the province's two major cities.

While the final score is not in yet, Edmonton has jumped out as the early leader in its acceptance of legal secondary suites.
